2027 CBDG Administration

The City of Reidsville is soliciting proposals for grant writing and administration services to support federally funded community and economic development projects, specifically for a FY2027 project. The scope of work includes managing various funding sources such as Community Development Block Grants (CDBG), Economic Development Administrations (EDA) projects, and the Southeast Crescent Regional Commission. Selected consultants will be responsible for financial management, including draw requests and record keeping, as well as project support for public hearings, bid document preparation, and compliance with the Uniform Relocation Assistance and Real Property Acquisition Act. Additionally, the consultant must manage Davis-Bacon labor requirements through payroll reviews and employee interviews, and ensure adherence to Affirmatively Furthering Fair Housing requirements. All services must comply with 2 CFR 200 procurement standards and various federal and state regulations, including the Build America, Buy America Act, the Americans with Disabilities Act, and the Civil Rights Act of 1964. Proposals are due by November 20, 2026, and will be evaluated based on the firm's history, federal grant experience, capacity, current workload, proposed level of service, references, and associated fees. While the immediate focus is the FY2027 project, the city may reconsider submitting firms for additional opportunities over the next two to three years.
