2027 JBER Exterior Commercial Painting IDIQ

This is a sources sought notice for a potential Multiple Award Construction Contract (MACC) Indefinite Delivery Indefinite Quantity (IDIQ) for exterior commercial painting services at Joint Base Elmendorf-Richardson in Alaska. The Government is not issuing a solicitation at this time but is conducting market research to identify qualified sources capable of performing exterior painting and associated hazardous material abatement, including lead-based paint and asbestos, under a firm-fixed price task order structure. The anticipated NAICS code is 238320 with a size standard of $19 million in average annual receipts, and responses are limited to small and other-than-small businesses identifying their socioeconomic status including 8(a), HUBZone, SDVOSB, WOSB, and VOSB categories. The contract will supplement in-house Civil Engineer capabilities and will cover minor construction and facility repair projects beyond their internal capacity. Performance will occur at various locations across JBER as specified in individual task orders, with all work subject to inspection and acceptance on-site. Contractors must comply with Unified Facilities Guide Specifications, FAR clauses including 52.246-12 for inspection and 52.236-6 for superintendence, and adhere to Davis-Bacon wage rates, environmental regulations, and military safety standards such as EM 385-1-1 and OSHA requirements.
