2027 Roadside, Sidewalk, and Basin Herbicide Application Services

The Ada County Highway District (ACHD) is soliciting proposals for the 2027 Roadside, Sidewalk, and Basin Herbicide Application Services under solicitation MO27-13. The selected contractor will be responsible for providing all labor, supervision, equipment, and materials to perform initial and follow-up herbicide applications within public rights-of-way and stormwater facilities in Ada County, Idaho. The scope of work includes treatment of roadsides, sidewalks, basins, and other designated scattered sites, with a required completion date of September 30, 2027. Key deliverables include a pre-construction meeting held at least ten days before work begins and the maintenance of detailed pesticide application records, calibration logs, and GPS treatment tracks. Proposals must be submitted electronically via the ACHD eProcurement portal by 3:00 pm on November 18, 2026. Award will be based on a scoring system evaluating proposal cost (30%), project approach and understanding (30%), firm history and experience (15%), and firm qualifications and key personnel. The successful bidder must maintain comprehensive general liability and automobile insurance with minimum limits of $500,000 per claim and $1,000,000 aggregate, and may be required to provide performance and payment bonds for 100% of the contract value. All work must comply with OSHA and state safety regulations, and the contractor must adhere to ACHD's Equal Employment Opportunity policy.
