The performance period aims for delivery by January 30, 2026, with FOB origin terms, meaning the contractor is responsible for shipping arrangements up to the point of carrier pickup, after which the government assumes risk. The solicitation specifies detailed packaging and marking standards aligned with ASTM-D-3951, MIL-STD-130, and MIL-STD-129, ensuring items are properly identified, protected, and traceable, especially for items with a unit cost of $5,000 or more requiring UID marking. All proposals must be submitted electronically via SAM.gov by December 8, 2025, with no hard copies or faxes accepted. The evaluation will consider technical capability, price, and past performance in a non-weighted, trade-off process, with the government reserving discretion on competition based on responses received. The contract clauses and requirements emphasize cybersecurity, supply chain integrity, and compliance with export restrictions, reflecting a comprehensive approach to secure and reliable procurement for sensitive naval applications.
