The contract solicitation issued by the Naval Supply Systems Command Fleet Logistics Center Puget Sound (FLCPS) seeks the procurement of one hatch assembly unit, specifically a raised watertight, individually dogged hatch with a watertight quick-acting scuttle, identified as Hatch Assembly 01-6-1. This firm fixed-price contract is a 100% small business set-aside under NAICS code 332510, focusing on the supply of commercial products compliant with detailed technical, packaging, marking, and identification requirements. The hatch assembly must meet specifications including a 17-inch coaming height, corrosion-resistant CRES 316L stainless steel construction, and a magnetic permeability of 2.0 or less to satisfy naval degaussing and signature control standards. Critical drawing references and technical guidance information are restricted but accessible to certified vendors through the Department of Defense’s Joint Certification Program upon registration. Offers will be evaluated based on three primary factors—technical capability including delivery date, price, and past performance—with no explicit weighting or ranking assigned, allowing the Government to perform a trade-off evaluation to select the most advantageous bid. The anticipated award date is June 2026, and the final product must be delivered to the U.S. Naval Ship Repair Facility in Sasebo, Japan. Packaging must comply with ASTM-D-3951 standards and prohibits certain materials such as asbestos and loose fill polystyrene, while wood packaging must meet USDA APHIS heat treatment requirements. All shipments are to be traceably shipped via commercial freight methods, with unique tracking numbers and proper markings including NSN or part number, noun nomenclature, quantities, and contract information. Unique Item Identification per DFARS 252.211-7003 is also mandatory, requiring machine-readable labels conforming to military standards MIL-STD-130 and MIL-STD-129. Inspection and acceptance will occur at destination by the Government receiving activity; invoicing must be submitted through the Wide Area Workflow system. The solicitation incorporates a range of FAR and DFARS clauses ensuring compliance with federal acquisition regulations, prohibiting subcontracting with excluded contractors, requiring active SAM registration, and imposing restrictions on certain procurement activities related to geopolitical considerations. The contracting officer contact for this procurement is Lorraine Small.
