This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. BOAs FOR LEASE AND MAINTENANCE OF COMMERCIAL VEHICLES REQUIREMENT: Army Contracting Command Qatar has a requirement for a contractor to provide Non-tactical, commercial vehicles in the United Arab Emirates (UAE). The contractor shall provide all labor, material, quality control, supervision, transportation, maintenance, repair, tools and equipment and any other items necessary to accomplish all contract requirements. This will be a multiple award, Firm-Fixed-Price, Basic Ordering agreement with the agreement term beginning on 01 September 2012 with option years up to August 2015. Task orders will be competed amongst BOA contractors through a RFP. Period of performance on issued task orders will be 3 days to 6 months or longer. In accordance with UAE labor and immigration laws, the contractor must be able to legally do business in the UAE on the 1st day of the contract's performance period. The contractor shall have the ability to be vetted through U.S. Army, U.S. Department of Defense and/or U.S. Department of State security screening. Prior to, and as a condition of, contract award, the U.S. Government will inspect the apparent awardee's delivery procedures, vehicles and facilities. Scope of Work: The contractor shall deliver Non- tactical vehicles (NTVs) to government facilities in the United Arab Emirates. NTVs will be inspected and accepted by the government upon delivery. NTVs shall be delivered in good working order with serviceable spare tire and associated equipment, warning triangles, fire extinguisher, and possess the minimum insurance necessary for operating in the UAE. The contractor shall coordinate with the designated Contracting Officer's Representative (COR) prior to each delivery. The contractor will be responsible for conducting routine maintenance including oil changes in accordance with the vehicle's operation manual. No reimbursement will be made for any costs associated with providing information in response to this announcement. Proposals will be evaluated using best value, Lowest Price-Technically Acceptable evaluation procedures pursuant to FAR 15.
