PR16047308 - INL 1930.0 Three Discretionary SUVs for the CRCG

The U.S. Embassy in San José, Costa Rica, through the Bureau of International Narcotics and Law Enforcement Affairs (INL), is soliciting bids for the procurement and delivery of three rugged, factory-new SUVs to support the Government of Costa Rica’s Coast Guard Special Maritime Interdiction Unit. These vehicles, required to be similar or equal to a Toyota Land Cruiser Hard Top 2026, must feature a diesel engine, 4x4 drivetrain, a minimum nine-passenger capacity, and a towing capacity of at least 3,500 kg. The contract requires the full delivery of the vehicles along with a comprehensive three-year or 100,000 km preventive maintenance package covering all parts, labor, fluids, and inspections, as well as full logistics, shipping, and delivery services. All vehicles must be delivered in zero-kilometer condition, free of any defects, and must meet strict U.S. and Costa Rican transportation, export, regulatory, and customs requirements, including compliance with the Arms Export Control Act, International Traffic in Arms Regulations, and Export Administration Regulations. The contract is structured as a Firm-Fixed-Price award with no adjustments for labor, material, transportation cost escalation, or currency fluctuations, and payment is contingent upon successful acceptance after five consecutive days of on-site testing in Costa Rica. All proposals must be submitted electronically by June 26, 2026, to the designated point of contact, with strict formatting requirements including separate volumes for pricing and technical compliance, and must be in English. Offerors must demonstrate local warranty and service support within Costa Rica, including an identified authorized dealer or service provider, and must provide full documentation proving compliance with all technical, legal, and administrative obligations related to donation and importation into Costa Rica, including submission of Department of Commerce Form 7525-V and advance valuation declarations. The vehicles must be shipped as diplomatic cargo, with clearly marked Bills of Lading, batteries disconnected, flammable liquids removed, and all equipment secured in accordance with U.S. transportation safety standards. The award will be made using the Lowest Price Technically Acceptable methodology, with failure to meet any of the four pass/fail criteria—Technical Compliance, Local Warranty and Support, Preventive Maintenance Program, and Regulatory and Donation Support—resulting in disqualification. The contract requires full SAM.gov representation and certification compliance, and all deliverables, including manuals in both English and Spanish, must be provided no later than 90 calendar days after contract
