The U.S. Army Medical Research Acquisition Activity (USAMRAA), supporting the United States Army Garrison Directorate of Emergency Services, plans to award a firm-fixed price contract exclusively to Brekford Corporation, citing that no other source can meet the agency's requirements. This sole source contract will cover a base year plus four option years, providing services to equip an 18-vehicle fleet supporting Fort Detrick, MD, and Forest Glen, MD. The scope includes installation, fabrication, repair, and replacement of police accessories such as software and mobile data computers, siren and speaker systems, trunk vaults for long guns, exterior light bars, consoles, radar systems, prisoner transport systems, push bumpers, docking stations, e-ticketing systems, interior and exterior lighting, vehicle decals, and license plate readers. The contract will adhere to NAICS code 336390, with a size standard of 750 employees. The notice is not a solicitation for competitive quotes, and a written solicitation will not be issued. However, small businesses believing they can meet these requirements are invited to submit capability statements within 30 days of the notice's publication, by September 3, 2014. These statements should clearly demonstrate the ability to fulfill the identified needs but submitting documentation does not guarantee competition. The government will decide based on the responses whether to proceed with sole source or competitive procurement. If no timely responses are received, the contract will be awarded to Brekford Corporation without further notice. All inquiries and responses must be directed to MAJ Georgeana Green at the provided email address.
