The Fort Benning Mission and Installation Contracting Command (MICC) intends to award a sole source contract to Lenco Industries, Inc. for the procurement of a non-tactical law enforcement armored vehicle. This decision is based on authority under 10 USC 2304(c)(1) and FAR 6.302-1, allowing the government to contract with only one responsible source when no other supplies or services meet the agency’s requirements. Market research confirmed Lenco Industries as the only available provider capable of delivering the vehicle to specific requirements. The armored vehicle must offer protection to law enforcement personnel from small arms fire up to .50 caliber ammunition, support tactical operations including rescue efforts under fire, hostage situations, and protection of high-risk individuals, while maintaining mobility sufficient for towing without additional armor. This notice serves as an official intent to award rather than a solicitation for competitive proposals, though interested parties may respond with their interest before the specified deadline. Responses will be reviewed but competition remains at the government's discretion. The need for the vehicle emphasizes the balance between protection and operational mobility, where excess armor would impede vehicle towing if disabled. All responses must be submitted by September 5, 2013, via email, ensuring that any other capable providers have the opportunity to communicate their capabilities before finalizing the contract award.
