The contract specifies the procurement of transport/medical chairs designed to be compatible with the existing Staxi Patriot Medical Chairs used at the Walla Walla VA Campus. These chairs must be non-folding with a weight capacity of at least 600 pounds and no wider than 30 inches, standing at a minimum height of 32 inches. Key functional requirements include a failsafe autobraking system that engages automatically when the brake lever is released, ensuring that only the individual pushing the chair can control its movement. The chair is strictly intended for transport purposes and not self-mobility. Features such as movable armrests for unobstructed transfers, a full-width handlebar with integrated brake lever, permanently attached foldable footrests, and solid, ball bearing wheels with sealed front and rear bearings are mandatory. Safety elements include permanently installed anti-tipping bars with small diameter wheels, while comfort and customization options cover easily replaceable antimicrobial cushions, courtesy racks for small items, and optional accessories like IV poles and oxygen tank carriers. Additionally, the chair must nest seamlessly with current VA chairs both indoors in Staxi docking stations and outdoors in Staxi shelters, meeting precise dimensional and design standards verified by the manufacturer’s record of hospital and VA usage. The contract also requires detailed operational and safety instructions affixed directly to the chair, accessible larger instructional signage, and a prominently displayed custom metal nameplate identifying the facility and chair details. Maintenance and cleaning protocols must allow power washing, with the manufacturer providing comprehensive monthly and quarterly checklists, training videos, and testing procedures specifically for the fail-safe braking system. A minimum one-year wheel-to-wheel warranty is required to cover the entire chair.
