Portable Restroom / Shower Trailer
Solicitation # 36C25726Q0771
The Department of Veterans Affairs, through its Network Contracting Office 17 in San Antonio, Texas, is soliciting bids for the procurement of three 26-foot by 8-foot, ADA-compliant portable restroom and shower trailers under solicitation number 36C25726Q0771, with a response deadline of July 31, 2026. This procurement is a firm-fixed-price contract exclusively set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), as defined by NAICS code 336214, and requires full compliance with VA-specific socioeconomic clauses including VAAR 852.219-73 and VAAR 852.219-76, which enforce limitations on subcontracting and confirm the contractor’s certified SDVOSB status. Proposals must include a signed SF-1449, a three-page capability statement detailing technical approach and key personnel, references for prior similar work, copies of relevant permits and licenses, and a completed certification of compliance with subcontracting limits. Offerors must also attest to compliance with sustainability standards under FAR 52.223-23, adhere to security prohibitions outlined in FAR 52.240-90 and 52.240-91 regarding covered telecommunications equipment, and affirm adherence to the Buy American Act and prohibitions on transactions with sanctioned entities. Delivery is FOB destination to the Audie L. Murphy Memorial Veterans’ Hospital at 7400 Merton Minter Boulevard, San Antonio, TX 78229, with acceptance occurring at the delivery site by the Government, and the contractor must ensure all units meet ADA accessibility requirements and include proper identification markings such as brand, model, OEM, and manufacturer part numbers. Pricing is not pre-filled; offerors must submit flat-rate quotes for the three units, with the award based on a competitive best-value trade-off analysis prioritizing technical capability first, then past performance, and finally price. All submissions must be sent via email to Melanie Williams, the Contracting Officer, by the deadline, and electronic invoicing is mandatory through the Tungsten Network, with payment processed via electronic funds transfer. No Contracting Officer’s Representative or Contracting Officer’s Technical Representative is named, placing full administrative responsibility on the contracting officer. The contract does not include option periods, and no estimated value is provided as pricing details are to be determined by offer

CONTROL HEAD ASSEMB
Solicitation # SPE7M0-26-T-018X
The contract pertains to the procurement of one Control Head Assembly, identified by NSN 2010-01-717-8297 and part number J15611008-1, under solicitation SPE7M0-26-T-018X, with a total price of $1.00 and a delivery deadline of five days after award. The item must be delivered FOB destination with zero variance in quantity and inspected and accepted at the point of delivery. Compliance with DLA packaging requirements is mandatory, including adherence to MIL-STD-2073-1E and MIL-STD-129 for marking, with the special marking “DO NOT BEND” applied to all containers. The assembly, classified as a repair part, must be individually packaged in a single unit per package, wrapped in opaque or kraft paper to shield from sunlight, and enclosed in an ASTM D5118 Type CF weather-resistant fiberboard container sealed exclusively with glue—no staples or metal fasteners permitted. No preservative is required, but cushioning materials must meet specified standards if the unit contains multiple components. All packages must be overpacked in approved wooden boxes—either PPP-B-621 or PPP-P-601—to ensure protection during transit, storage, and handling, with stacking limits imposed to preserve product integrity. Bulk packaging and direct metal strapping are strictly prohibited to prevent deformation. The item is subject to the DLA prohibition on Class I ozone-depleting chemicals, which supersedes any conflicting specification requirements. Delivery is directed to USS HALSEY DDG 97 at FPO AP 96667, with shipment required via the fastest traceable means, excluding parcel post. The contract is a total small business set-aside under NAICS code 336214 with a response deadline of August 6, 2026, and is managed by the Department of Defense’s Maritime Supply Chain ESOc Buys office.

Last 2 questions: 1. The SON indicates a need for separate male and female areas. This layout is not typically desired in a laundry trailer. Usually this layout is reserved for restroom and shower trailers. Can the end user clarify if a single unisex area would be acceptable? - This was not a needed should not have been left in the SON - - - 2. For onsite training and familiarization, can you clarify, does this mean an employee of the contractor must be present at time of delivery to deliver this training, or could the driver do this? Alternatively, would it be ok for a manufacturer representative to deliver this training? The Training could be conducted at any time after it arrives. Doesn t matter who does it as long as they are knowledge in the operation the unit.
