The Department of Veterans Affairs, through the Veterans Health Administration Office of Emergency Management, is procuring one set of two Deployable Medical Surge Unit End Unit PODs (PODs 1 and 9) to augment its existing inventory of modular medical response units. These end units are designed to seamlessly integrate with Fold-Out Temporary Shelters (FORTS) manufactured by Elite Aluminum Corporation, requiring rigid construction and precise mechanical and technological compatibility to ensure full connectivity and operational interoperability. Each unit must include a 2-ton HVAC system, interior walls constructed from durable, disinfectable material, four dual 110V electrical outlets, CAT 6 data ports, two hardened divider wall systems with doors, medical-grade storage cabinets, and permanently installed touchless sinks with plumbing capable of connecting to dialysis machines. The units are to be delivered to VHA OEM at 510 Butler Avenue, Martinsburg, WV, with a designated point of contact for receipt. A comprehensive 10-year warranty on operability is mandated, reflecting the critical and long-term nature of these assets in emergency healthcare response. The solicitation is issued as a sole source procurement under the identification number 36C24526Q0666, with a response deadline of August 5, 2026, and no competitive bidding is anticipated due to the proprietary integration requirements with FORTS technology. The procurement does not require a Security Accreditation Package or Compliance and Accreditation (C&A) documentation, streamlining the acquisition process. No formal contract valuation, pricing structure, or CLIN data is specified, suggesting an unpriced award based on previously established or negotiated terms. Delivery, inspection, and acceptance will occur at the designated Martinsburg location, with the contractor responsible for ensuring all technical specifications are met prior to shipment. The contract administration is managed by the 245-NETWORK Contract Office 5, with Tara Davis serving as the Contract Specialist, though no Contracting Officer’s Representative or Technical Representative is named. No packaging, labeling, or barcoding standards are detailed, and no formal evaluation factors or submission format requirements are outlined, underscoring the narrow, technically specified nature of this non-competitive acquisition.
