This contract involves the purchase, installation, and configuration of a specific 24-Channel Analog Telephony Card, model LDA2409, from VERINT SYSTEMS INC. for the Audio Log MAX PRO Recording System located in the Emergency Communications Center at Seymour Johnson Air Force Base. The existing card is out of service, causing the base’s 911 emergency phone lines to become unrecorded, which violates safety regulations under the National Fire Protection Association Code 1221. Temporarily, the 911 lines had to be bypassed to maintain service, but this prevented recording, necessitating the replacement card to restore compliance and proper functionality. The justification for other than full and open competition is based on the uniqueness of the VERINT Systems card, which is the only compatible component for the existing recording system. Market research confirmed that no alternative suppliers or compatible cards exist, with vendors Mercom, Carolina Voice Recording Systems, and Voice Logging and Recorders verifying exclusivity of the VERINT device. This approach was deemed the most cost-effective compared to replacing the entire recording system. The contracting organization, the 4th Contracting Squadron at Seymour Johnson AFB, authorized this sole-source acquisition under the relevant statutory and regulatory provisions, with all technical requirements certified and the contracting officer attesting to the accuracy and completeness of the justification.
