This unrestricted, Other than Full and Open solicitation seeks to establish an Indefinite Quantity Contract for wiring harnesses used in A-10 Thunderbolt II aircraft. The contract consists of a one-year base period with four one-year options, totaling five years, with pricing evaluated based on an estimated annual demand of 34 units. The guaranteed minimum value is set at 10 percent of the aggregate extended dollar value of the estimated annual demand for the base period. Delivery is required within 83 days to various facilities across the Continental United States, with terms set as FOB Origin and Inspection/Acceptance Destination for DLA Direct. Due to the critical nature of the application and the presence of export-controlled technical data, eligibility is limited to suppliers with JCP certification or those licensed by the Departments of State or Commerce. Large businesses are required to provide a subcontracting plan. Proposals must be submitted directly to the Bid Custodian, as electronic submissions via DIBBS are unacceptable. The solicitation process may include a Reverse Auction conducted through the Procurex system.
