The Department of Foreign Affairs, Trade and Development (DFATD) is seeking a Project Manager and an Evaluation Services Consultant to conduct an independent evaluation of the Project for the Regional Advancement of Statistics in the Caribbean (PRASC).
The objective of the evaluation is to inform PRASC’s key stakeholders of both the intended and
unintended outcomes of the project, and to identify key factors contributing to or hindering the
achievement and sustainability of expected project outcomes for the purpose of informing future programming with the Caribbean Regional Development Program (CRDP). The evaluation is intended to be collaborative in nature, actively and meaningfully engaging recipient government partners (NSOs), StatCan and Department of Foreign affairs, trade and development (DFATD) to the extent possible, in the design, implementation and reporting.
The objectives of the evaluation are the following:
1. Assess results achieved by the PRASC, including intended and unintended, positive and negative, and Gender Equality results;
2. Assess the operational efficiency of the project in delivering these results, including any challenges encountered during the project;
3. Identify key strengths and weaknesses of the project’s design and implementation, with considerations for alignment with the needs and priorities of its stakeholders;
4. Identify key factors that contributed to or hindered the sustainability of the project’s results; and
5. Provide findings, conclusions, recommendations, and lessons learned.
