La soumission doit être transmise par voie électronique et ne peut être effectuée que par l’intermédiaire du système électronique d’appel d’offres du gouvernement du Québec (SEAO), à l’adresse suivante : www.seao.gouv.qc.ca. La soumission doit être déposée (chiffrée, transmise, horodatée et sauvegardée sur les serveurs du SEAO) avant le 24 février 2026, 14 h, heure locale.
