26-046 Freshwater Perspectives Survey

The Regional District of Nanaimo is soliciting proposals for the Freshwater Perspectives Survey 2027, a project designed to assess changes in public awareness, attitudes, and behaviors regarding freshwater resources and the Drinking Water and Watersheds Protection Program. This initiative serves as a follow-up to a 2021 benchmark survey, requiring the successful proponent to implement a statistically valid survey of residents aged 18 and older while maintaining continuity of key performance indicators for long-term monitoring. Key deliverables include a project work plan, a survey instrument and sampling strategy, a cleaned dataset with statistical analysis, and a final report with an executive summary and presentation of findings to RDN staff and the Regional Board. Proposals will be evaluated based on corporate experience, project team qualifications, survey methodology, and the ability to ensure representative participation across various demographics and water service areas. Proponents must also demonstrate experience with Privacy Impact Assessments and provide a project schedule and risk management plan. The award is based on a scoring system where the lowest price receives full marks, though the RDN reserves the right to reject the lowest proposal. The selected consultant must maintain comprehensive general liability insurance of at least 2 million dollars, professional liability insurance of 1 million dollars per claim, and WorkSafe BC coverage. Invoices are to be submitted monthly and paid within 30 days, and all work must comply with the Freedom of Information and Protection of Privacy Act.
