26-53 Smoke Testing, Manhole Inspections and I&I Analysis

The Bay County Board of County Commissioners is soliciting qualified vendors to perform smoke testing, manhole inspections, and inflow and infiltration analysis for the sanitary sewer collection system under solicitation number 26-53. The objective is to identify sources of excessive water entering the wastewater system, such as cracked pipes, illegal connections, or missing cleanout caps, which increase treatment costs and strain infrastructure during wet weather. The results will help guide targeted rehabilitation efforts to improve system efficiency and reduce I&I. All submissions must be received by the specified deadline of September 1, 2026, at 7:00 PM Eastern Time, and late responses will not be accepted; submissions may be delivered electronically or as sealed paper copies and will be opened publicly immediately after the deadline.
