26 -- Bulk Tire Order

The Tongass National Forest is seeking quotes for furnishing tires as described in this notice. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Proposals are being requested and specifications can be found at solicitation KTN-04-07 on FedBizOpps. The following Federal Acquisition Regulation clauses are incorporated by reference: 52.212-1 Instructions to Offerors-Commercial Items; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders (the following clauses are checked as included: 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3 and 52.232-34). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-26. This acquisition is totally set-aside for small business concerns, NAICS 441320. The small business size standard for this acquisition is $6 million average annual receipts for an offeror's three preceding fiscal years. Submission of a quote constitutes a representation that the contractor is a small business. The intent of this acquisition is to purchase the following: TIRE LT-245-75-R16 Brand = Chaparral, True 8 Ply Rated Sidewall, Mud/Snow, quantity 166; TIRE LT-225-75-R16 Brand = Chaparral, True 8 Ply Rated Sidewall, Mud/Snow, quantity 12; TIRE LT-215-75-R16 Brand = Chaparral, True 8 Ply Rated Sidewall, Mud/Snow, quantity 12; TIRE LT-265-75R-16 Brand = Chaparral, True 8 Ply Rated Sidewall, Mud/Snow, quantity 36; TIRE LT-235-85R-16 Brand = Chaparral, True 8 Ply Rated Sidewall, Mud/Snow, quantity 66; TIRE LT-225-75D-15 Boat Trailer, quantity 4; TIRE LT-265-70-R17, 8 Ply Sidewall, Mud/Snow, quantity 48; TIRE 5.7 x 8 Boat Trailer, quantity 4; TIRE LRF-8.14-15 Boat Trailer, quantity 2; TIRE H-78-15 Boat Trailer, quantity 2; TIRE 5.00-15 Boat Trailer, quantity 2; TIRE LT-255-70-R16, Mud/Snow, quantity 9. Provide tires to Thorne Bay, Alaska USFS Warehouse with storage and inventory provided by vendor. Required delivery within 30 days. Quotes may be submitted on vendor's letterhead stationary and may be mailed to Tongass National Forest, Federal Building, 648 Mission St. Ketchikan, AK 99901 or sent via FAX to 907.228.6254. Quotes must be submitted not later than 3:30 p.m. (Alaska time) on December 22, 2003. Quotes must also include a completed copy of FAR 52.212-3, Offeror Representation and Certifications-Commercial Items. This provision is available on-line at www.arnet.gov/far/. An offer will be made for an entire item including sub-items to the contractor whose quote represents the best overall value to the Government, price and other factors considered, including delivery time.
