The Defense Logistics Agency (DLA) plans to issue a Request for Information (RFI) to gather industry feedback on implementing a Performance Based Logistics (PBL) approach for tire supply chain management in compliance with the 2005 Base Realignment and Closure (BRAC) statute. This initiative aims to privatize the supply, storage, and distribution of tires (Federal Supply Classes 2610, 2620, and 2630) used by the Department of Defense, following the BRAC Commission’s recommendation enacted into law in November 2005. The privatization effort intends to enhance responsiveness to military users and deployed forces while reducing overall costs by leveraging private sector technologies, expertise, and business practices. The Department will maintain only the supply contracting function internally, divesting itself of inventory and operational infrastructure related to wholesale tire logistics. The RFI is informational and solicits industry ideas, comments, and recommendations to assist the government in shaping its acquisition strategy. Interested parties were invited to submit feedback by March 29, 2006, via email, providing company identification details and primary contact information. This approach marks a significant shift toward outsourcing critical logistics functions to improve efficiency and support for the military tire supply chain under the NAICS code 326212. The DLA emphasizes the importance of industry input to ensure the successful privatization and ongoing sustainment of these logistics functions.

Full Description

THIS IS NOT A SOLICITATION NOTICE. In accordance with the 2005 Base Realignment and Closure (BRAC) statute, the Defense Logistics Agency (DLA) will issue a Request for Information on Monday, March 13, 2006. This Request for Information is available on the following web site, http://www.dscc.dla.mil/programs/tiremgmt . The purpose of this Request for Information is to obtain industry input to be used in establishing a Performance Based Logistics (PBL) approach for the supply chain management of tires for the Department of Defense. Under the Base Realignment and Closure Act of 1990, 10 U.S.C. 2687 note, the BRAC Commission's recommendation to privatize the supply, storage and distribution for tires (Federal Supply Classes 2610, 2620, and 2630) became law on November 8, 2005. This recommendation is intended to create a more responsive supply support to user organizations and deployment, and the sustainment of forces when deployed worldwide. Privatization enables the Department to take advantage of the latest technologies, expertise, and business practices, which translate into improved support to customers at less cost. This recommendation disestablishes the wholesale supply, storage, and distribution functions for all tires used by the Department of Defense, retaining only the supply contracting function. The Department will privatize these functions and will rely on private industry for the performance of supply, storage, and distribution of these commodities. By doing so, the Department can divest itself of inventories and can eliminate infrastructure and personnel associated with these functions. This Request for Information is for informational purposes only. The Government will use this input to develop its acquisition strategy to address BRAC requirements. DLA is interested in receiving industry comments, recommendations, and ideas regarding this initiative. Your written comments will be welcomed. Please provide your comments Wednesday, March 29, 2006, 2:00 PM EST. Please send your response via email to contact@example.gov with your company name and address, CAGE code and a primary point of contact to include telephone number and e-mail address.
