Williamson County is soliciting qualifications from engineering firms to provide professional services supporting small roadway and drainage projects under its Road Bond Program, Road and Bridge Division, Development Services & Drainage Division, and County Facilities initiatives. The County anticipates selecting approximately three firms through a qualifications-based selection process, though the Commissioners Court retains discretion to choose more or fewer firms. Proposals must be submitted electronically via the Bonfire portal or as six hard copies with a PDF on USB by the deadline of August 12, 2026, with strict formatting requirements including single-page limitations on technical narratives, five-page resumes per individual, and adherence to font, margin, and spacing standards. Evaluation is based on a best-value, trade-off process using a 400-point system that weighs technical qualifications—including project manager experience, team expertise in seal coat and overlay development, roadway design, environmental clearance for Central Texas, drainage design, staff availability, technical understanding, and quality control processes—with no consideration of price. All technical factors are equally weighted. The contract is governed by Texas law, with disputes to be resolved in Williamson County courts, and incorporates nondiscrimination clauses, compliance with CFR Part 21, and requirements to report accidents within 24 hours. Firms with ten or more employees must certify they do not engage in prohibited boycotts under Texas law, and all must disclose any debarment or noncompliance issues.
