The Federal Bureau of Prisons (FBOP) anticipates the issuance of a solicitation for the award of a firm-fixed-price construction contract for a project titled Replace Roof for the Federal Correctional Complex (FCC) Butner located at Old NC Highway 75, Butner, NC 27509.

The awarded contractor is required to completely remove all existing roofing systems at FCC Butner’s Federal Prison Camp—including approximately 35,000 square feet of flat EPDM roofing and 27,000 square feet of pitched shingle roofing—and dispose of all materials before installing a new fully welded 80‑mil TPO flat roof system with tapered EPS insulation and a 30‑year Class A asphalt shingle system on pitched areas, ensuring all penetrations, transitions, drains, curbs, walls, skylights, HVAC units, and flashing are rebuilt to provide a watertight, manufacturer‑approved installation. The contractor must supply all labor, materials, equipment, safety data sheets, certified installers, a 20‑year non‑prorated watertight warranty, and maintain full compliance with NRCA standards, building codes, and federal safety requirements while implementing a comprehensive Quality Control program with detailed inspections, daily construction reporting, and documentation of field conditions. Work must be coordinated closely with FCC staff to avoid disrupting institutional operations, adhering to strict security procedures including escorted access, tool control, mandatory training, security clearances, PPE use, and restricted work hours, while ensuring the site remains clean, safe, and fully compliant with all federal, state, and local disposal regulations throughout project execution.

This notice is for planning purposes only and does not constitute an Invitation for Bid, Request for Proposal or Request for Quote and is not to be construed as a commitment by the Government for any purpose other than market research. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Respondents will not be notified of the results of this market research.
