The City of Salem, Massachusetts, is soliciting proposals for the design, supply, and installation of a modern hybrid meeting system in the Great Room of the Jean A. Levesque Community Life Center located at 401 Bridge Street. The project involves replacing legacy infrastructure with next-generation hardware, optimizing acoustics and sightlines, and implementing native support for unified communication platforms such as Zoom Rooms and Microsoft Teams Rooms. Key deliverables include a fully operational system by June 30, 2027, rigorous system testing and structural safety checks for mounted hardware, and at least four hours of in-person training for IT and building staff. The contract will be awarded to the most advantageous proposer based on a two-step evaluation process involving non-price technical criteria and price. Technical evaluation factors include general experience in AV solutions for event spaces, the proposed installation timeline, and the quality of warranty and support services. Minimum requirements for consideration include three municipal or public-sector references from the last five years and proof of required licensing, bonding, and liability insurance. The contract term is for one year from the Notice to Proceed, with the City holding an option to renew for up to two additional one-year increments. Proposals must be submitted in two separately sealed volumes, labeled as Price and Non-Price proposals, and delivered to the Office of the Purchasing Agent. The selected vendor must comply with the Governor's Code of Fair Practices, Chapter 151B of the Massachusetts General Laws, and Chapter 268A regarding conflicts of interest. All equipment and work must include a minimum three-year warranty, though higher ratings are given for five-year warranties with rapid response support.
