ADVERTISEMENT FOR BIDS   ANNUAL MAINTENANCE CONTRACT for CITY OF SLIDELL   SLIDELL JOB NO. 950-41I   Bid No. 27-B005     SEALED BIDS will be received by the City of Slidell at the Office of the Finance Director, 2045 2nd St., Suite 214, Slidell, Louisiana, until l0:00 A. M. Central Time on July 2, 2026 for the above referenced project, for the CITY OF SLIDELL, LOUISIANA.   Bids will be publicly opened and read aloud thereafter in the Slidell City Council Chambers.  Any bid received after closing time will be returned unopened.   The scope of work for this project consists of miscellaneous water, sewer, drainage, and roadway projects located within the City of Slidell including installation of pipe, installation of services, construction of drainage structures and appurtenances, sewer manholes, and the replacement of roadways, driveways, curb and gutter, sidewalks, and other structures encountered.    Only bids from contractors who secure Contract Documents from the Engineer or who utilize Central Bidding to obtain Contract Documents, attend, and sign in at the mandatory pre-bid meeting to be held on Wednesday, June 17, 2026 at 10:00 a.m. in the Slidell City Council Chambers, (suite # 319), 2045 Second St, Slidell, La. 70458 shall be considered as responsive bidders for this project.   The Contractor shall hold a Louisiana Contractor’s license in Municipal & Public Works and Highway, Street, and Bridge Construction.   This contract shall be used through June 30, 2027 with an option, if agreeable by both parties, for two separate one (1) year periods beginning July 1, 2027 and July 1, 2028. At the beginning of each new contract period, the contract unit prices shall be adjusted by a percentage amount equal to the new percentage change in the Consumer Price Index (CPI) for the prior calendar year end or five percent (5%), whichever is less. The CPI to be used shall be from the unadjusted Consumer Price Index, All Urban consumers, (CPI) United States published by the U.S. Department of Labor, Bureau of Labor Statistics.  Either party may cancel the contract at the end of the first year with a minimum of ninety (90) days prior written notice, without assigning any reason by the City. Work will be issued to the Contractor on individual work orders, with a minimum value of $1,000.00 as work is identified and released by the City Engineer.  Total time authorized for each work order will be established at the time it is issued.  Work on each work order shall be commenced within ten days, unless a shorter response time is required for emergency work or a longer response time is approved by the City Engineer.    In the case of an emergency, the Contractor shall have available, within a two (2) hour response time, any repair clamps and other materials necessary for temporary restoration of damaged utility lines and shall begin work immediately to complete such repairs in the event that service is lost as a result of the contractor’s failure to protect existing lines.    Should the CITY be required to commit resources in order to restore service, the Contractor shall reimburse the CITY based on a detailed invoice furnished by the CITY.    Liquidated damages will not be charged for this work, but failure to complete work within the required periods will be considered in authorizing additional work.   The successful bidder will be required to furnish a Payment and Performance Bond in the amount of one hundred thousand dollars ($100,000.00).   Each bid must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond acceptable to the Owner in the amount equal to at least $5,000.00.  An executed affidavit and attestation form must be submitted prior to bid award.     Contract Documents may be secured for $100 per set from the Engineer, Slidell Engineering Dept., 250 Bouscaren St, Suite 302, Slidell, LA  70458, 985-646-4270 . Contract Documents are also available for public inspection at the Slidell Engineering Dept.   Bidders also have the option to review bid documents and submit bids electronically by visiting www.centralbidding.com.  Electronic bids will require a digital signature.
