Objective: The DNR seeks to contract with a non-profit organization to complete projects that protect or propagate migratory game birds and/or that acquire, develop, restore, maintain, or preserve wetlands outside of the United States. Background information: Iowa established a state migratory game bird fee (commonly referred to as a “duck stamp”) in 1972, to provide a dedicated funding source for migratory waterfowl conservation. Per Iowa Code, the receipts from this fee are to be used as follows: 484A.4 Use of revenue. 1. All revenue generated from the migratory game bird fee shall be used for projects approved by the commission for the purpose of protecting and propagating migratory game birds and for the acquisition, development, restoration, maintenance, or preservation of wetlands, except for that part which is specified by the commission for use in paying administrative expenses as provided in section 456A.17. 2. The commission may enter into contracts with nonprofit organizations for the use of fifteen percent of such funds outside the United States if the commission finds that such contracts are necessary for carrying out the purposes of this chapter. For the State of Iowa Fiscal Year 2026, fifteen percent of the available revenue is approximately $35,000. No additional funding is available beyond this amount. The contract must be executed by June 30, 2026, and all project work must be completed by June 30, 2027.
