The U.S. Army Corps of Engineers, Baltimore District, plans to negotiate a sole source contract with Cummins Powers Systems, LLC for the purchase and installation of a reconditioned 450 HP starboard marine engine, model C8.3-M3 (450), for one of their survey vessels. The contractor will be responsible for supplying all necessary services, equipment, labor, and materials required to remove the existing engine and install the new reconditioned engine. This replacement is critical to maintaining the vessel’s operational capability, which directly impacts the completion of the Baltimore District's Baltimore Harbor Dredging Project. This procurement will be conducted under the authority that allows for non-competitive negotiation, and there will be no issuance of a solicitation package. The Corps has emphasized the urgency due to the negative effects that delays in the engine replacement would have on survey operations. Although the notice is not a request for competition, any responses received by the specified deadline (4:00 PM EST, July 25, 2014) will be considered for the purpose of evaluating whether a competitive procurement might be warranted. The contracting office for this action is located in Baltimore, MD, with contact information provided for government liaison.
