Solicitation SPRTA1-15-R-0058 is for the procurement of Oscillating Groups for the TPN-19 engine, specifically part number 581402-2. These metal-cased electronic components provide a stable frequency of 74 MHz below the assigned transmitter frequency to produce the required Intermediate Frequency. The government is seeking a minimum of one and a maximum of eleven new manufacture units to be delivered to Tinker AFB, Oklahoma. This is not a small business set aside, and the government intends to compete the contract among a limited number of sources, including Centroid Inc and Raytheon. The contract includes requirements for first article testing, including a nondestructive exhibit, test and inspection reports, certificates of compliance, and material certifications. If first articles are required, they must be delivered within 270 days of the contract award, with production units following 350 days after first article approval. If first articles are not required, the delivery schedule is set for 350 days after approval. An Ombudsman has been appointed to handle offeror concerns during the proposal phase, and electronic procedures are mandated for all solicitation activities.
