This contract is for the procurement of 100 units of the Ring Air Seal Turbine 3rd Stage, part number 800220, for use in TF33 engines. These components are manufactured from AMS 5754 nickel alloy and serve as the outer seal for the third stage turbine. The items are to be delivered to Tinker Air Force Base in Oklahoma. The acquisition process is competitive but subject to strict qualification requirements, limiting eligible sources to actual manufacturers who have successfully completed specific testing for this part or similar high-criticality components. The award is contingent upon the availability of 2005 funds and requires the provision of a data package and adherence to First Article requirements. Only government or commercial new and unused surplus materials are acceptable. While price is a significant evaluation factor, the final selection may also be based on past performance. The solicitation process utilized electronic procedures and included the appointment of an Ombudsman to handle contractor concerns during the proposal phase.
