This contract involves the procurement of turbine rotors for the J85-21 aircraft engine, specifically identified by part number 5013T22G27 and national stock number 2840-01-227-0377OK. The requirement is for four units to be delivered on or before June 4, 2015, under an FMS case. The procurement is handled as a non-competitive acquisition, authorized under FAR 6.302 and Title 10 U.S.C. 2304(c)(1), because the items are available from only a limited number of responsible sources, with AVIALL SERVICES (Cage 22819) identified as a qualified source. This acquisition is subject to specific federal acquisition regulations, including mandatory language related to Free Trade Agreements and export controls, although no export restrictions are noted for this item. The solicitation emphasizes that while price will factor into the evaluation, the award decision will also consider technical capability and past performance. The solicitation was issued in August 2013 with responses initially due by September 6, 2013, and anticipates an award approximately 60 days after issuance. It clarifies that the procurement is not competing in the traditional sense but will consider all proposals received within the notification window to assess potential competition. Electronic submission of proposals is required, and the solicitation will be available exclusively via an online portal. The contract includes provisions for a contract Ombudsman to assist offerors with concerns confidentially during the proposal phase. There are no qualification requirements or set-aside designations, and Unique Identification (UID) requirements apply if unit price exceeds $5,000. Questions and requests for solicitation documents are directed to the contracting officer, Ryan Newton, via email or fax.
