AI Contract Overview

This one-year firm fixed price contract involves the procurement of 21 aircraft air seals designed to provide inner support for the LPT stage 1 nozzle and regulate air flow for turbine cooling. The components must be manufactured from Inconel 718 and Hastelloy X, with a required delivery date to Tinker Air Force Base on or before March 1, 2018. Due to the complexity and criticality of the parts, the government has established strict qualification requirements, limiting approved sources to manufacturers who have completed specific design testing, such as Kerns Manufacturing and General Electric. The solicitation is conducted via an electronic procedure and is subject to export controls, requiring US contractors to be registered with the DLSC and submit an approved DD Form 2345. While the requirement is listed as full and open, the government may negotiate with a limited number of responsible sources. An Ombudsman has been appointed to handle contractor concerns during the proposal phase, and first article testing may be required prior to final acceptance.
