This contract involves the procurement of depot level labor, facilities, tools, testing equipment, and materials to overhaul T-55 Engines for CH-47 aircraft. The government intends to award a five year Indefinite Delivery/Indefinite Quantity contract with a firm fixed price, covering a minimum of 50 units and a maximum of 870 units, which includes 100 units for Foreign Military Sales. The acquisition will be conducted under Federal Acquisition Regulation Part 12 as a commercial item requirement. Formal communications regarding this acquisition must be directed to Jody Byrd or Jeanie Clark via fax or mail, as telephone and email requests are not accepted. While the solicitation has been posted, the requirement is currently unfunded, and the final award is pending the receipt of sufficient funds.

****ATTENTION****FORMAL COMMUNICATION RELATED TO THIS ACQUISITION SHOULD BE DIRECTED TO JODY BYRD. You may fax or mail your request ATTN: CCAM-ALM, Jody Byrd, Contract Specialist, or Jeanie Clark, Contracting Officer, FAX number +1 (555) 000-0000. No telephone requests or emails will be accepted. The contractor shall furnish all depot level labor, facilities, tools, testing equipment and materials to overhaul the T-55 Engine, Input/Output NSN: 2840-01-458-5361 Input/Output PN: 2-001-020-39, in support of the CH-47 aircraft. The Government intends to award a firm fixed price, 5 year Indefinite Delivery/Indefinite Quantity (IDIQ) type contract for a minimum quantity of 50 each, maximum quantity of 870 each, including 100 each for FMS. The T-55 Engine is a Critical Safety Item (CSI). The DMWR is considered technically complete but not sufficiently appropriate for a full and open competition due to some of the processes containing limited repair criteria due to intellectual data rights owned by the Original Equipment Manufacturer (OEM). Any competing contractor would not be familiar with the total design parameters, specific repair parts requirements, and test processes for the T-55-GA-714A engine. As determined by the Aviation Engineering Directorate (AED), the only approved source for this item is the OEM, Honeywell International, Cage Code 02LU7, 1300 West Warner Road, Tempe, AZ 85284-2896. It has been determined that this requirement can be met by commercial items. Therefore, Federal Acquisition Regulation (FAR) Part 12 will be used. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release for solicitation; however, the solicitation will not close prior to the date stated above.
