This contract involves the procurement of a single turbine rotor part designated NSN 7H-2825-004067493-PP, identified as a repair or modification item with Technical Data Package (TDP) version 006, to be delivered FOB origin. The Government does not own the data or rights necessary to acquire this part from alternate sources and has determined that purchasing these rights or attempting to reverse engineer the part is uneconomical. While certain military and federal specifications relevant to the part are accessible through the Department of Defense Single Stock Point (DODSSP) or the ASSIST online database, specific detailed documents such as patterns, drawings, and deviation lists are not stocked at DODSSP. Interested parties can obtain pertinent documentation by registering with DODSSP or using the ASSIST online platform. The contract is being solicited under the authority allowing for a sole-source negotiation as per FAR 6.103-1, meaning the Government intends to negotiate with only one supplier, without issuing a broad competitive solicitation. However, other responsible sources are invited to express interest or capability, with responses considered to determine whether competition may be warranted. The acquisition does not follow the commercial acquisition policies outlined in FAR Part 12, based on prior market research. The contracting office is the Naval Supply Systems Command Weapon Systems Support Mechanical division in Mechanicsburg, PA, and the primary point of contact is Tyler Curfman, who can be reached by phone or email for additional inquiries before the response deadline on July 27, 2026.

Load TestingThe Department of Defense is conducting market research through a Sources Sought notice to identify qualified small businesses capable of providing annual proof testing and load test services for critical aerospace ground equipment used with the C-5 Galaxy aircraft. The testing will focus on engine handling and Auxiliary Power Unit (APU) hoisting equipment, including bootstrap beam assemblies, bootstrap beam hoists, and APU lifting hoists located at Westover Air Reserve Base, Massachusetts. The government intends to establish a five-year Blanket Purchase Agreement to cover this recurring maintenance requirement, which includes structural and mechanical proof load testing, non-destructive inspections to certify equipment integrity, and providing official certification documentation. Interested vendors must submit a capability statement by June 30, 2026, detailing company information, socioeconomic status under NAICS 811310, relevant technical expertise with AGSE or comparable equipment, and examples of past performance with similar load testing contracts. Vendors must clarify whether testing will be conducted on-site at Westover ARB or off-site at a certified facility, as transportation capabilities may be required. This opportunity is set aside for total small business participation, and responses must be submitted electronically to the Department of Defense point of contact, Robert E. Stacy, by the specified deadline. The notice is strictly for information gathering and does not constitute a commitment or solicitation for proposals.
