The project involves the vacation of a 4,749-square-foot, 80-foot-wide unimproved portion of E Street between 29th and 30th Streets in San Diego, California, with associated public improvements including a 35-foot radius cul-de-sac, curb, gutter, storm drain, and sidewalk at the terminus of E Street. The land in question is part of E. W. Morse’s Subdivision of Pueblo Lot 1150 and Pueblo Lot 1151, originally platted in 1871, and is located within an RM-2-5 residential zoning district under the Greater Golden Hill Community Plan. Although the City Council approved the right-of-way vacation via Resolution R-304895 on May 12, 2009, the previous permit has expired, necessitating updated easement dedication documentation. The site lies within multiple regulatory overlays, including the San Diego International Airport’s Noise Contours (60–65 CNEL), Airport Influence Area, FAA Part 77 Noticing Area, Transit Priority Area, and Residential Tandem Parking Overlay Zone, requiring compliance with aviation, noise, and transit regulations. Environmental review was completed under CEQA categorical exemptions 15305 and 15332, and a Notice of Exemption was filed with the San Diego County Clerk’s Office. The applicant, Mario Durazo, is responsible for executing the project and submitting all required documentation, while oversight resides with the City of San Diego’s Development Services Department. Payments for environmental filing fees were made to the County Clerk, but no formal contract value, pricing structure, or federal acquisition clauses are present, as this is a local land-use and easement matter rather than a federally procured contract. The project’s place of performance is clearly identified as 2947 E Street, San Diego, CA 92102, with all work, inspections, and approvals centered at this location. No delivery schedules, FOB terms, or federal procurement mechanisms apply; the process follows municipal land use and environmental compliance procedures established under state law.
