Full Description
IAW RFO 5.101(c)(4):
The 2nd Air Support Operations Squadron (2ASOS) at Ramstein Air Base requires L3Harris antenna repair and maintenance kits to perform routine maintenance on mission-critical radio systems (PRC-117G, PRC-160, PRC-163, and PRC-167). This procurement prevents degraded communications and supports the unit's adaptive mission requirements.
The requirement consists of one complete system configuration, including the following equipment and components:
- Transit Case Upgrades: Enhanced durability/environmental protection kits for TACP communication cases.
- Leak Test Upgrades: Specialized tools to verify pressure seals and environmental integrity of radio housings.
- Assembly/Disassembly Bench: Dedicated workstation for the maintenance of L3Harris manpack and handheld radios.
- 117G Spares Kit: OEM maintenance components for AN/PRC-117G multiband manpack radios.
- 160 Spares Kit: OEM maintenance components for AN/PRC-160(V) wideband HF/VHF radios.
- 163 Spares Kit: OEM maintenance components for AN/PRC-163 multi-channel handheld radios.
- 167 Spares Kit: OEM maintenance components for AN/PRC-167 multi-channel manpack radios.
- Communication Hubs: Ruggedized data/power distribution hubs compatible with L3Harris protocols and power outputs.
- On-Site Installation & Configuration: Expert assembly, calibration, and integration of the test bench workstation.
- Level 3 Training: OEM-certified technical training required for operators to diagnose and perform complex repairs
Technical & Qualification Requirements
- OEM Compatibility: Modern tactical radio systems rely on proprietary OEM architectures; authorized maintenance can only be executed using genuine L3Harris kits compatible with existing workbench infrastructure.
- Sustainment & Risk: Using non-OEM components risks voiding System Program Office (NSWC Crane) technical support, causing equipment failure, and disrupting established unit SOPs.
- OEM Installation & Training: Assembly, configuration, and Level 3 technician certification are proprietary and strictly provided by the OEM.

Notice of Intent to Sole Source
The proposed contract action is anticipated to be a sole-source acquisition to L3Harris Technologies, Inc. L3Harris is the OEM and confirmed there are no authorized third-party resellers, distributors, or technicians certified to perform the required installation and configuration.
Technical data will not be furnished as part of this notice. Notwithstanding this, all responsible sources may submit a statement of capability, quotation, bid, or proposal, which will be considered by the agency. An offeror’s proposed equipment and support must meet the requirements listed above to be eligible for potential award. If no eligible responses are received, the award will be made to L3Harris Technologies, Inc.
This acquisition is subject to the availability of FY26 O&M funds, with the anticipated contract award date currently TBD pending the securing of necessary funding.
