2nd Avenue and Divarty Street Utility Improvement Project

The 2nd Avenue and Divarty Street Utility Improvement Project, managed by California State University, Monterey Bay and sponsored by developer Shea Homes, involves critical infrastructure upgrades at the intersection of 2nd Avenue and Divarty Street in Seaside, California. The scope of work includes the in-ground installation of electrical utility lines using joint-trench pits, the undergrounding of existing above-ground electrical lines, and upgrades to a 12-inch water main beneath Divarty Street. These activities require minor trenching, backfilling, and the subsequent restoration of all disturbed surfaces. All work is restricted to the existing roadway alignments at the southeast and southwest corners of the intersection. The project is designated as exempt from the California Environmental Quality Act under several categorical and common sense exemptions, with no significant environmental impacts expected. However, the contractor must adhere to the 2022 CSUMB Master Plan EIR Mitigation Monitoring and Reporting Program and the Habitat Management Plan. Specific biological mitigation measures are required for special-status plant species, including the coordination of salvage by a qualified CSUMB biologist if avoidance is not feasible.
