AI Contract Overview
The U.S. Navy’s Fleet Logistics Center Puget Sound is soliciting a firm-fixed-price contract for the supply of specific bearing components and related parts kits manufactured exclusively by Caley Ocean Systems Ltd., due to proprietary design information tied to MFR DWG-2160. The requirement includes parts such as rotary group plates, piston and valve assemblies, hoses, bearing kits, and shipping kits, with delivery scheduled to occur at the U.S. Naval Base in Sasebo, Japan, under FOB Destination terms, placing full responsibility on the contractor for safe and timely delivery to the final destination. The solicitation, issued as N0040626Q0093 on April 24, 2026, with responses due by May 5, 2026, is structured as a commercial item acquisition under FAR Part 12, and while it is designated as a small business set-aside, responses are being solicited to determine whether a competitive procurement can proceed, with the government retaining sole discretion to proceed non-competitively. Offerors must be registered in SAM.gov, possess a valid UEI and CAGE code, and provide complete ownership and predecessor information to confirm small business status and compliance with socioeconomic requirements. All products must comply with ASTM-D-3951 packaging standards, prohibiting certain materials and requiring heat-treated non-manufactured wood under USDA-APHIS guidelines, while labeling must include NSN or part numbers, contract data, and origin-destination details, with unique item identification governed by MIL-STD-130 and MIL-STD-129 for machine-readable markings and shipping container labeling. Technical, price, and past performance will be evaluated as equal factors in a trade-off process without assigned weights, and payment will be executed electronically via WAWF using accelerated payment procedures and EFT, with no invoice processing via IPP. The contract will be awarded no earlier than May 2026, and while detailed pricing is not provided in the solicitation, the contracting officer will assess reasonableness of offered prices and confirm the offeror’s responsibility. Security, cybersecurity, labor, and ethical compliance clauses are incorporated, including prohibitions on trafficking, convicts, inverted domestic corporations, and the use of covered defense telecommunications or materials from restricted regions. The contracting officer, Lorraine Small, is the sole point of contact for submissions via email.
