The United States Department of Agriculture (USDA)/Animal Plant Health Inspection Service (APHIS)/Wildlife Services, Pocatello Supply Depot in Pocatello, ID intends to award a sole source, Purchase Order to Land O'Lakes Purina Feed, LLC/ DUNS: 806578337/CAGE Code: 4XPX7 , for the purchase of 33 tons of CU Bird Feed. This procurement is being conducted in accordance with Federal Acquisition Regulation (FAR) 6.302-1The statutory authority is 41 U.S.C. 253( c )(1) The property or services needed are available from only one responsible qualified source at this time and no other type of property or services will satisfy the supplies needed. The Pocatello Supply Depot (PSD) manufactures several bait products used for wildlife management. One product the PSD supplies is an avian toxicant DRC-1339 which is often used to manage invasive European Starlings. European starlings often congregate in feedlots and dairies during winter and cause damage by consuming and contaminating feed and potentially transmitting harmful diseases to livestock. USDA-Wildlife Services has developed a program to reduce the damage caused by starlings at dairies and feedlots. The key to a successful management project is to establish good bait acceptance containing the toxicant DRC-1339 to expediently reduce the number of starlings on the dairies and feedlots. This bird feed will be delivered to several dairies and feedlots across the country. Purina Mills developed CU Bird Feed for USDA/WS as a high protein/fat nugget that is readily accepted by starlings. Research conducted by the Wildlife Services, National Wildlife Research Center have shown that CU Bird Feed made by Purina is preferred by starling over any other bait tested.
