Holmes Western Oil Corporation is proposed to convert 35 existing oil and gas wells on the Sunset 18B and NCT-2 Leases within the Midway-Sunset Oil Field in Kern County, California, to steam injection wells as part of a new Underground Injection Control project designated as 464-00-0024. Seven wells will be reconfigured for steamflood operations with a maximum injection rate of 300 barrels of steam per day per well, and twenty-eight wells will be utilized for cyclic steam injection at a rate of 400 barrels of steam per day per well, administered in a single 25-day cycle totaling 10,000 barrels per well. All operations will use existing infrastructure including roads, pipelines, power lines, and well pads with no new drilling or surface disturbance. Injection targets the Miocene-aged Lower Antelope Sands within the USDW-exempt Antelope Shale member of the Monterey Formation, and the project complies with California Code of Regulations Title 14 categorical exemptions under Class 1 (Existing Facilities) and Class 4 (Minor Alterations to Land), supported by a No Objection letter from the Central Valley Regional Water Quality Control Board issued in September 2023. A pre-disturbance biological survey must be completed no more than 30 days prior to any workover activities to ensure environmental compliance. The California Department of Conservation, Geologic Energy Management Division is the regulatory authority responsible for issuing the Project Approval Letter authorizing these operations. The list of affected wells is detailed in Attachment 1, which identifies each well by API number and name, including examples such as Sunset B 202, Sunset B 204, and WM NCT-2 601A. There is no federal procurement contract in place; this is a state regulatory authorization under CalGEM oversight with no FAR clauses, pricing data, payment terms, or federal acquisition elements. Deliverables are operational and environmental, centered on compliance with CEQA and water quality regulations rather than traditional delivery of goods or services. The project is managed through electronic submission via the CEQAnet portal and direct email to the CalGEM CEQA Program, with all correspondence and approvals routed through their Sacramento office. No federal contracting vehicles, acquisition codes, subcontracting plans, or socioeconomic certifications apply, and the entire scope is confined to California’s environmental and energy regulatory framework.
