NASA/MSFC intends to purchase these from PAR Systems, Inc. on a sole source basis. Competition is impractical for the following reasons: 1. The current weld systems found on the Robotic Weld Tool(RWT) and Parameter Development System(PDS) were designed, engineered and fabricated by PAR Systems, Inc.. 2. PAR Systems, Inc. has proprietary hardware integrated into these weld systems including the interface cables between the control systems and weld tool hardware. 3. It would be cost prohibitive to select another source to provide a replacement weld head and spare parts as the entire weld system, including the control systems would have to be re-designed and fabricated.
