It is the intent of this agency to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This agency intends to award to Pitney Bowes, Inc. Stamford, CT 06926-0700. 6 CS/SCBA requires an upgrade to their mail machine, Pitney Bowes DM1000; the following items are required: - Shape-Based Rating Upgrade Module for DM1000 WOW; Part #: 1FSD, 1 each. A contract for the new upgrade module will be awarded to Pitney Bowes following no response back to this notice of intent. The purchase of an upgrade module for the Pitney Bowes DM1000 mail machine must be done through Pitney Bowes because they are the only responsible source and no other supplies or services will satisfy agency requirements. 6 SC/SCBA currently owns the Pitney Bowes DM1000 mail machine. Starting on 14 May 07, mail will be measured by size, thickness and dimensions of the packages. The current mail machine cannot perform these measurements without an upgrade. However, because of proprietary reasons, no other upgrade module will satisfy this request. No other company can provide a module that will interface with the DM1000. Market research was conducted for the purchase of this Shape-Based Rating Upgrade Module and Pitney Bowes is the only contractor found able to supply this item as we require. If no response to this notice is received by 12:00pm on Monday, April 30, 2007, the award for this upgrade module will be made to Pitney Bowes. The POC for this notice is SSgt Joseph P.
