The Department of Veterans Affairs Network Contracting Office 2 intends to award a firm-fixed-price sole source purchase order to JLG Industries for a telescopic boom lift, specifically the JLG 860SJ HC3 model, to be used at the Batavia Veterans Affairs Medical Center. JLG Industries is the sole provider capable of fulfilling the government’s requirements due to their proprietary SkyGuard SkyLine safety system, which is a unique feature on all JLG aerial platforms. This system enhances operator safety by automatically stopping and reversing boom lift functions if the safety cable is triggered, making it a key consideration for this acquisition. This procurement falls under NAICS code 333924 and is classified as a small business set-aside with a size standard of 750 employees. The agency is not issuing a solicitation package and is not seeking competitive quotes but will consider input from interested vendors who can demonstrate their capability to meet the requirement. Responses are accepted only by email to the contracting officer, Duane Philgence, by a specified deadline, and will be used solely to determine whether future competitive procurement will be pursued. The government’s decision to proceed without competition remains discretionary.
