The Request for Information seeks qualified companies capable of designing, fabricating, assembling, testing, evaluating, or documenting mechanical and electro-mechanical systems and components in support of the Army Research Laboratory’s Sensors and Electron Devices Directorate. Areas of interest include various sensor technologies such as acoustic, seismic, optical, magnetic, and radio frequencies, as well as specialized systems like Persistent Surveillance platforms, Unattended Ground Sensors, Gunfire and Mortar Detection Systems, and Tagging, Tracking, and Locating technologies. Vendors should demonstrate the ability to handle preliminary and final designs, produce technical documentation in compliance with industry standards, and perform fabrication using standard techniques such as CNC machining, casting, and welding. Quality assurance processes compliant with at least ISO9000 and testing capabilities per military standards are also required. The Army is particularly interested in vendors who can support prototype development through low-rate initial production and extended testing, with capabilities in physical and functional audits, verification testing, and configuration management using commercial tools. The information gathered through this RFI will aid in planning future contracting opportunities but does not represent a solicitation or guarantee of work. Responses must include detailed capabilities statements, past experience, facility descriptions, and relevant security clearances, submitted electronically by the specified deadline. Work may be conducted at both the vendor’s own facilities and government locations, including the Adelphi Laboratory Center in Maryland.

Objective: To find sources that are qualified to perform in accordance with the specifications below. This notice is for informational purposes only. C. Specifications: The Army Research Laboratory (ARL) located in Adelphi, MD is looking for companies with the capabilities and facilities to design, fabricate, assemble, test, evaluate or document complete mechanical and electro-mechanical systems, subsystems, components and new items being developed in support of the Sensors and Electron Devices Directorate (SEDD) of ARL including Persistent Surveillance (PS) platforms; Radio Frequency and Magneto-Inductive Systems; Remotely, Acoustically, and Time Delay Activated Systems; Gunfire and Mortar Detection Systems; Unattended Ground Sensors (UGS); Wall Breaching Systems; Shock Tube Initiating Systems; Tagging, Tracking and Locating (TTL) technologies, sensor technologies (including acoustic, seismic, optical, magnetic, and radio frequencies); variants; Pre-Planned Product Improvements; and new developmental items. The Army is interested in contracting with vendors who currently have the capability to design mechanical or electro-mechanical systems, sub-systems, sub-assemblies or components in the areas of sensor technologies (including acoustic, seismic, optical, magnetic, and radio frequencies), variants, Pre-Planned Product Improvements, and new developmental items, to include the capabilities to develop preliminary designs, final designs, and documentation (technical drawings, part lists, quality assurance provisions, and assembly instructions) of the design. The Army is also interested in contracting with vendors who have the capability to fabricate mechanical or electro-mechanical systems, sub-systems, sub-assemblies or components in the above-listed technology areas. Desirable vendor capabilities include fabrication of hardware components and systems for prototype, engineering and type-classification tests and evaluation; production qualification and verification tests; low-rate initial production; and extended field tests. Vendors will be required to fabricate items using standard fabrication techniques such as machining to include Computer Numerical Control (CNC) equipment; castings; injection moldings; welding; sheet metal capabilities; plating; and painting. The vendor shall possess the ability to perform physical and functional configuration audits; design verification testing; factory acceptance; first article acceptance tests; and quality assurance testing for all items fabricated or assembled. The vendor shall have a certified quality assurance system in place to include ISO9000 at a minimum. The Army is also interested in contracting with vendors who have the capability to assemble mechanical and/or electro-mechanical systems, sub-systems, sub-assemblies or components in the above-listed technology areas for prototype, engineering and type-classification tests and evaluation; production qualification and verification tests; low-rate initial production; and extended field tests. The Army is also interested in contracting with vendors who have the capability to test and evaluate mechanical and/or electro-mechanical systems, sub-systems, sub-assemblies or components in the above-listed technology areas in either a controlled environment or in field conditions including but are not limited to engineering tests and evaluations, type-classification tests; production qualification and verification tests; low-rate initial production; and extended field tests. The vendor shall have the capability to conduct tests per MIL-STD-810 and MIL-STD-331. The Army is also interested in contracting with vendors who have the capability to prepare technical data, design and production drawings, operation and maintenance manuals, training aids or other similar type documentation using commercial CAD/CAE software packages such as Solid Works, Pro-E or Inventor. RF Sensor Network Design & IntegrationThe contract involves the design and integration of a multi-domain RF sensor network specifically engineered to detect and characterize frequency-agile unmanned aerial systems. This effort requires advanced signal processing capabilities to identify, track, and classify UAS threats in complex electromagnetic environments, with an emphasis on real-time situational awareness and adaptive response. The solution must be scalable, ruggedized for field operations, and capable of seamless operation across multiple domains including ground, air, and potentially space-based platforms. Deployment planning is a critical component, ensuring the network can be rapidly installed and configured in diverse operational terrains with minimal logistical footprint. The system must interoperate with existing military command, control, communications, and intelligence systems to feed actionable data into broader defense architectures. Performance requirements include high sensitivity to low-power signals, resistance to jamming and spoofing, and the ability to function autonomously in contested or denied environments. The work is to be performed in West Fork, Arkansas, under a subcontract arrangement with the Department of Defense, leveraging NAICS code 334511 for electronic component and product manufacturing.
