The Social Security Administration (SSA) plans to negotiate exclusively with OPEX Corporation for the procurement of two OPEX model MPE 7.5 multi-purpose mail extractors, which are specialized high-volume incoming mail extraction systems. These machines feature advanced capabilities including sorting modules, thick stackers, orienters, and milling cutters, enabling automatic extraction of pre-qualified checks and documents from both windowed and non-windowed envelopes. SSA's extensive market research concluded that this specific equipment from OPEX is uniquely suited to meet their stringent performance requirements for high-volume mail processing, including high-speed input, parcel thickness and metal detection, three-sided cutting with edge milling, and detailed extraction verification and stacking features. While SSA intends to proceed on a sole source basis with OPEX Corporation, they have invited any capable firms to submit detailed capability statements by September 10, 2004, demonstrating their equipment’s ability to meet or exceed the specified requirements. Respondents must include examples of experience in supporting large-scale mail handling operations and submit their information by email to the designated SSA contact. This request for information is solely to assess the potential for competitive procurement and does not constitute a solicitation. If no viable alternatives are identified, SSA will move forward with sole source negotiations with OPEX. All inquiries and responses must be submitted in writing, with telephone communications explicitly discouraged.
