The Department of Veterans Affairs (VA), through its Dallas Consolidated Mail-Out Pharmacy in Lancaster, Texas, intends to award a sole source contract to KNAPP Inc., a large business, for the purchase of 100 spare dispensing canisters. These canisters are designed for use with the Tablet Capsule Automated (TCA) system, which KNAPP Inc. manufactures, and are intended to serve as backup supplies to ensure continued dispensing operations. This planned contract negotiation follows the provisions of 41 U.S. Code 1901 and FAR 13.106-1(b)(2), allowing the VA to proceed without soliciting competitive quotes due to the specialized nature of the product. The notice, classified under solicitation number 36C77025Q0031 and posted on October 9, 2024, is not a request for quotes but serves as an announcement of the government’s intent to proceed with a sole source procurement. While the contract is being negotiated exclusively with KNAPP Inc., other potential suppliers interested in providing similar products for future requirements are encouraged to contact the Network Contracting Office 15 via the designated contracting specialist, Larry Zaritz. The office handling this procurement is located in Leavenworth, Kansas, under the National CMOP Office organization within the Department of Veterans Affairs.
