AI Contract Overview
The U.S. Fish and Wildlife Service intends to award a sole-source, firm-fixed-price task order to Caterpillar Inc. under the USFWS Heavy Equipment IDIQ contract for one Compact Track Loader model CAT 275XE equipped with forestry attachments, to be delivered to Tinker Air Force Base in Oklahoma for use by the Wildland Fire Branch. This procurement is conducted under simplified acquisition procedures per FAR 13.501(a)(2), leveraging the agency's determination that Caterpillar is the only source capable of providing the required equipment due to its proprietary hydraulic cooler, operator controls, and established service and support infrastructure critical to minimizing downtime during fire operations. The equipment is essential for fuels management and controlled burns on Air Force bases, where existing units have demonstrated operational advantages with seamless attachment transport across missions. The acquisition falls under NAICS code 333120 for Construction Machinery Manufacturing and is not open for competitive bidding; however, responsible sources may submit a capability statement by the deadline of August 7, 2026, at 2:00 p.m. EDT to demonstrate why competition would be advantageous and not cost or time prohibitive. The contract mandates electronic invoicing exclusively through the Invoice Processing Platform (IPP), prohibits the use of WAWF, and incorporates key clauses including 52.212-4 for commercial item terms, 52.225-1 for Buy American compliance, and 52.222-90 to ensure contractors do not engage in unlawful DEI discrimination. Inspection and acceptance will follow the guidelines of FAR 52.246-2, with performance occurring at Tinker AFB, and the contracting office is located in Falls Church, Virginia. No contract value, FOB terms, or detailed packaging requirements are specified, and no COR or COTR is identified. The contracting specialist Fred Riley is the designated point of contact for all submissions, which must be sent via email with a specified subject line and cannot include telephone inquiries. The procurement is non-competitive and serves to maintain continuity, interoperability, and rapid response capability within a fleet of identical units already in service.

Full Description
This is not a request for quotes.
The U.S. Fish and Wildlife Service (FWS) hereby submits a Notice of Intent (NOI) to inform industry contractors of the Government¿s intent to award a sole source, firm-fixed priced Task Order to Caterpillar Inc off of the USFWS Heavy Equipment IDIQ for the 1 Compact Track Loader w/ Forestry attachments (CAT 275XE) for Tinker AFB Wildland Fire Branch, 7515 Reserve Rd. Bldg. 1115, Tinker AFB, OK per the Supply Requirement specifications.
This contract action is for commercial services under NAICS code 333120, Construction Machinery Manufacturing for which the agency intends to award with only one source under Authority, FAR 13.501(a)b), Simplified Acquisition procedures.
Caterpillar (CAT 275XE) has the preferred hydraulic cooler, operator controls, and service and support of any manufacturer. Down time of equipment repairs and waiting on parts can stop or slow down any required work or fire operations that the Compact Track Loader will be used on.
There are already multiple of these in use within the Wildland Fire Branch and this will allow the other modules to move the compact track loader to new areas without having to transport the specialized attachments for project work. With these units being used on Air Force bases for their fuels management and control burns, vendors that can travel onto the bases and service and support this equipment is vital.
FWS anticipates work to begin on the delivery of the supply after receipt of the delivery/ purchase order.
This announcement constitutes the only notice. This is not a request for competitive quotes. All responsible sources may submit a capability statement, which must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. Responses received from this solicitation will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the agency not to compete this proposed contract based upon responses to this notice is solely within the discretion of the agency.
Questions or comments to this NOI should be directed to Contracting Specialist, Fred Riley at fred_riley@ios.doi.gov no later than 2:00pm, EDT, Friday 8/07/2026. Telephone inquiries will not be accepted. Please indicate in the subject of your email: Notice of Intent Capability Statement Submission - DOIFFBO260144
