The Bureau of Reclamation plans to proceed with a sole source contract negotiation with Empire CAT, based in Yuma, Arizona, for the procurement of OEM Caterpillar parts specific to the 38--D6T Bulldozer for the PAO. This decision is supported by FAR provisions 6.302-1(a)(1) and 6.302-1(c)(1), which allow for a sole source award when only one responsible source exists, and no other suppliers can meet the agency's requirements. Empire CAT is recognized as the sole provider of these parts in the region, and a formal sole source justification has been prepared to support this acquisition. While this is not a request for competitive proposals, other firms believing they can fulfill the requirements are invited to submit written notifications with detailed evidence to demonstrate their capability within five calendar days from the notice publication. The Government reserves the right to determine whether to pursue a competitive procurement based on the responses received. Responding firms must provide their Dun and Bradstreet number (DUNS), Tax Identification Number (TIN), and indicate their business size category according to NAICS Code 333120 size standards, which is set at $750 million. Questions regarding this solicitation should be directed via email to the designated contracting officer. The contract is managed by the Department of the Interior at the Denver Federal Center, and this notice may represent the sole official solicitation for this procurement opportunity. All information provided by respondents will be evaluated solely to decide if the acquisition warrants competition or should proceed under sole source terms.
