AI Contract Overview
The U.S. Fish and Wildlife Service intends to award a sole-source, firm-fixed-price task order under the USFWS Heavy Equipment Indefinite-Delivery, Indefinite-Quantity contract to Caterpillar Inc. for the delivery of a CAT 275XE Compact Track Loader equipped with forestry attachments to support wildland fire operations at Tinker Air Force Base in Oklahoma. This procurement is conducted under Simplified Acquisition Procedures per FAR 13.501(a)(2), leveraging commercial item authority to ensure rapid acquisition of specialized equipment critical to fuels management and controlled burns. The sole-source justification is based on operational continuity, as the Wildland Fire Branch already operates multiple units of this specific model, which features proprietary hydraulic systems, operator controls, and service infrastructure that only Caterpillar can fully support; downtime from repairs or parts delays would directly impede fire suppression and fuel reduction missions. Vendor access to Air Force installations for on-site maintenance and support is a vital requirement, and Caterpillar is the only manufacturer with proven capability to provide timely service on military bases. The contract includes standard FAR clauses governing commercial items, inspection of supplies, Buy American Act compliance, and mandatory electronic invoicing via the Invoice Processing Platform, which all payments must use. Evaluation factors are not publicly disclosed due to the non-competitive nature of the acquisition, and no formal solicitation or competitive bidding process is initiated. Instead, a Notice of Intent was issued to allow potential offerors to submit capability statements demonstrating why full competition would be advantageous, though any decision to proceed with competition remains at the agency’s sole discretion. Delivery is contingent upon issuance of a purchase order, with performance occurring exclusively at Tinker AFB. The contractor must be able to securely access military installations to service equipment, and although no security clearance requirement is specified, on-base access is implied. Packaging, marking, and detailed technical specifications are not detailed in the notice, and no contract value, delivery schedule, or FOB terms are provided, consistent with pre-award documentation standards. All inquiries must be submitted via email to Fred Riley by 2:00 p.m. EDT on August 6, 2026, with the designated subject line, and telephone contact is prohibited.

Full Description
This is not a request for quotes.
The U.S. Fish and Wildlife Service (FWS) hereby submits a Notice of Intent (NOI) to inform industry contractors of the Government¿s intent to award a sole source, firm-fixed priced Task Order to Caterpillar Inc off of the USFWS Heavy Equipment IDIQ for the Compact Track Loader w/ Forestry attachments (CAT 275XE) for Tinker AFB Wildland Fire Branch, 7515 Reserve Rd. Bldg. 1115, Tinker AFB, OK per the Supply Requirement specifications.
This contract action is for commercial services under NAICS code 333120, Construction Machinery Manufacturing for which the agency intends to award with only one source under Authority, FAR 13.501(a)b), Simplified Acquisition procedures.
Caterpillar (CAT 275XE) has the preferred hydraulic cooler, operator controls, and service and support of any manufacturer. Down time of equipment repairs and waiting on parts can stop or slow down any required work or fire operations that the Compact Track Loader will be used on.
There are already multiple of these in use within the Wildland Fire Branch and this will allow the other modules to move the compact track loader to new areas without having to transport the specialized attachments for project work. With these units being used on Air Force bases for their fuels management and control burns, vendors that can travel onto the bases and service and support this equipment is vital.
FWS anticipates work to begin on the delivery of the supply after receipt of the delivery/ purchase order.
This announcement constitutes the only notice. This is not a request for competitive quotes. All responsible sources may submit a capability statement, which must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. Responses received from this solicitation will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the agency not to compete this proposed contract based upon responses to this notice is solely within the discretion of the agency.
Questions or comments to this NOI should be directed to Contracting Specialist, Fred Riley at fred_riley@ios.doi.gov no later than 2:00pm, EDT, Wednesday 8/06/2026. Telephone inquiries will not be accepted. Please indicate in the subject of your email: Notice of Intent Capability Statement Submission - DOIFFBO260141
