39--Motorized Platform Cart

Veterans Affairs Network Contracting Office 6 (NCO 6) intends to negotiate on a sole source basis with PHS West, Inc., pursuant to VAAR 819.7007, Sole source awards to service-disabled veteran-owned small business concerns. The proposed sole source order is for the PHS West Ergo Express Platform Cart w/ Retractable Drive and associated parts. The cart is required to meet the attached specifications. A sources sought was made available to FSS 65 II A contract holders and was made available for two and half days. Schedule holders were invited to, "provide a capability statement, product literature, socioeconomic status, GSA pricing, GSA Schedule number, and any alternative sources of supply that may be of interest", as well as, "identify any characteristics that may be peculiar to one manufacturer, along with a brief explanation." Twelve (12) responses were received from companies who stated that they could not supply. GSA Advantage was searched and identified no similar products that would meet the customer's need. VAAR 819.7007 authorizes the Contracting Officer to award a contract to SDVOSBs, for requirements under $5 million, without a determination that only one SDVOSB concern is available to meet the requirement. This notice serves as the synopsis required by VAAR 819.7007(a)(2). This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency to the contracting office no later than Wednesday, September 9, 2015, 12:00PM, EST. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. Additional information regarding this requirement is as follows: NAICS code: 333924 PSC Code: 3930 CLIN Structure CLIN 0001: Platform Cart with Retractable Drive function, two attachable platforms with hitch kits and all associated parts necessary for the transport of a single Fresenius 2008T Dialysis machine and a single MarCor WRO300 portable reverse osmosis (RO) unit. All equipment must be stainless steel. See attached specifications. Quantity is 3 each, complete platform carts with identical function.
