Solicitation N0016411T0009, issued by the Naval Surface Warfare Center Crane, seeks replacement parts for government-owned maintenance platforms. The government intends to negotiate a sole source contract specifically for Grove U.S. Manitowoc Crane Group parts, as these are required to be exact form, fit, and function replacements and the government lacks the necessary data or drawing packages to facilitate a competitive purchase. While the small business set-aside has been dissolved, all responsible sources are permitted to submit capability statements, proposals, or quotations for review. Interested vendors can access solicitation details via FBO, NECO, or the NSWC Crane website and are responsible for monitoring these platforms for amendments. Proposals must be submitted to Mr. Eugene Colvin via fax or email by 4:30 p.m. local time on the deadline of November 2, 2010. The government maintains sole discretion in determining whether to proceed with a competitive procurement based on the responses received.

All offerors may submit a quote that will be reviewed by the Government. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. THE REQUIRED PARTS SPECIFIED IN THIS SOLICITATION ARE EXACT FORM, FIT AND FUNCTION (GROVE/MANITOWOC) REPLACEMENT PARTS FOR USE ON EXISTING GOVERNMENT OWNED MAINTENANCE PLATFORMS. THE GOVERNMENT DOES NOT POSSESS DATA OR LEVEL III DRAWING PACKAGES NECESSARY FOR A COMPETITIVE PURCHASE. ALL RESPONSIBLE SOURCES MAY SUBMIT A CAPABILITY STATEMENT, PROPOSAL OR QUOTATION WHICH SHALL BE CONSIDERED BY THE AGENCY. THE SMALL BUSINESS SET ASIDE IS HEREBY DISSOLVED IN ACCORDANCE WITH FAR 6.302-1.
