DeBakey VA Medical Center in accordance with the VHA Directive 1611 (amended July 2023) and the Safe Patient Handling and Mobility Program seeks to provide medical accessory supplies for Guldmann Ceiling-lift equipment systems. The Chief objectives are to continue to facilitate a safe work environment for employees and patients by providing SPHM technology for safe patient lifting, transferring, and repositioning; and to support facility-wide, mandated ceiling-lift based turning and repositioning practices implemented in response to elevated mobility-related Hospital Acquired Pressure Injuries (HAPIs) during FY2025. These accessories are essential to maintaining compliance with established mobility and skin-risk mitigation standards. Background: The Veterans Health Administration (VHA) Directive 1611, Safe Patient Handling and Mobility Program, and the General Duty Clause of the United States Occupational Safety and Health Act, 29 United States Code (U.S.C.) 654, 5(a)1 provide policy and the legal framework for the adoption and implementation of the Safe Patient Handling and Mobility program. The Michael E. DeBakey Veteran Affairs Medical Center (MEDVAMC) SPHM program consists of policies, procedures, and systems that are responsible for implementation and maintenance of a multifaceted program. The SPHM Program integrates evidence-based practice and technology to minimize both the human and capital expenses associated with patient handling. The SPHM program is also intended to ensure that the required processes are in place and are aligned to comply with components and algorithms necessary to care for patients of significant size or Bariatric Patients. The SPHM program also supports facility pressure injury prevention strategies by integrating ceiling-lift compatible repositioning slings designed to reduce friction, shear, and manual handling during turning and repositioning. The objectives of this program are to improve the safety and comfort of our Veterans, protect caregivers from musculoskeletal disorders (MSDs), reduce the incidence of injuries from acute and/or cumulative trauma related to patient handling, and use appropriate technology to keep Veterans as mobile as they can safely be. MEDVAMC s program is applicable in any location where patient handling occurs and where there is patient handling equipment in place. The SPHM program also provides guidance for implementation of a bariatric patient care protocol. Bariatric is often defined as referring to a patient weighing over 350lbs or with a BMI 40 (Dyck, 2013). Finally, utilization of a culture of safety approach to safety in the work environment facilitates successful SPHM Programs. Caregivers will not manually lift more than 35 pounds of patient weight. Manual patient handling must be avoided except when absolutely necessary, such as in a medical emergency. Description of Work Safe Patient Mobilization Repositioning Sheet / Flat Sling, Washable, Integrated Top Sheet, Wicking-woven, Antimicrobial Fabric, Color Ladder Straps, Size 45" W x 86" L, Safe Working Load 454 kg / 1000 lbs. Slings are selected based on their demonstrated compatibility with Guldmann ceiling-lift systems, durability under high-frequency use, laundering tolerance, and skin-friendly materials appropriate for patients requiring frequent turning and repositioning. Qualifications. Slings shall be fully compatible with the facility s Guldmann Ceiling-lift systems and meet manufacturer specifications for safe use without modification or adaptation. Repositioning Sheet / Flat Sling, Washable, Integrated Top Sheet, Wicking-woven, Antimicrobial Fabric, Color Ladder Straps, Size 45" W x 86" L, Safe Working Load 454 kg / 1000 lbs. Use: The repositioning slings will be utilized by the staff for veteran patients who are physically unable to turn and reposition themselves. These slings can and will be placed onto the hospital bed, under the patient so that they can be turned and repositioned with the overhead ceiling-lift system. By using these slings in conjunction with the ceiling-lift system, it prevents the caregiver from manually pulling, pushing, and moving patients with limited mobility and protects both patient and caregiver from injuries related to manual lifting. These slings are a required component of standard practice for patients unable to independently turn or reposition, in accordance with facility SPHM procedures and leadership-directed mobility standards. Training and Orientation. Training will be provided by the SPHM Facility Program Manager, Unit Peer Leaders, and approved medical center validators as described in VHA Directive 1611 according to manufacturer s instructions. Target Audience the repositioning slings shall be appropriate for caregivers who are responsible for lifting, moving, and handling patients. Invoice and Payment- all invoices shall be submitted upon delivery, properly prepared in accordance with FAR 52,212-4, contain sufficient details, and match with the service ticket(s) for work rendered.
